Work Zone Safety

JMTE Academy is approved by the North Carolina Department of Transportation (NCDOT) to teach many Work Zone Safety courses and administer qualifications and renewals.

200 – WORK ZONE SAFETY

At JMTE, our Work Zone Safety Courses have been approved by the North Carolina Department of Transportation. These courses are designed and written by Jim Kellenberger, PE, a 36-year veteran of NCDOT with over 50 years’ experience in the Highway Industry. These courses are based on the Manual of Uniform Traffic Control Devices (MUTCD), the NCDOT Standard Specifications and Drawings, and the NCDOT Maintenance and Utility Guidelines as well as other pertinent publications. These standards are combined with practical advice about worker safety to reduce tort liability and OSHA violations and keep your organization productive. We offer flexible course dates and times to allow you to fit this training into your schedule. Courses may be held at your location to reduce your per diem costs. Our on-line database of all JMTE Academy Work Zone Safety training courses can be used to quickly verify Worker Qualifications.

201 – NCDOT APPROVED QUALIFIED FLAGGER

The North Carolina Department of Transportation requires that all workers performing flagging or spotting operations within NCDOT Highway Right of Way be trained and qualified by an approved course provider. This requirement also includes any worker operating an Automated Flagger Assistance Device (AFAD) or Portable Traffic Signal. Our NCDOT Approved course is approximately 2 hours in length and does not require that the attendee have any previous experience. This qualification is valid for 4 years. While our course is taught in English, the training and test materials are available in both English and Spanish. Students will discuss Work Zone Flagger best practices in a classroom setting, demonstrate those best practices in a “hands-on” segment in a shop or parking lot, and take a test which requires a score of 70 or better to become a Qualified Work Zone Flagger. A laminated wallet card is provided to all students who successfully complete the course. Following successful completion of the course, participants will know the “How” of being a Work Zone Flagger in North Carolina and be able to: • Understand the responsibilities of a Work Zone Flagger • Understand the proper position of the flagger to ensure their maximum safety • Maintain proper communication with other flaggers and workers within the work zone • Use proper hand signals to direct motorists without confusion • Properly use Stop / Slow paddles • Know and understand the proper use of Personal Protective Equipment (PPE) for Flaggers

 

202 – NCDOT APPROVED QUALIFIED FLAGGER INSTRUCTOR

The NCDOT approved Qualified Work Zone Flagger Instructor course is a companion course to the Work Zone Flagger and is held immediately after the Work Zone Flagger Course. This course is designed for those individuals who would like to train flaggers within their own company. All students wishing to become JMTE Academy trained Work Zone Flagger Instructors must take, or have taken within the last 2 years, the JMTE Academy Flagger Course. This Work Zone Flagger Instructor training course is about an hour in length. No experience is required for this course. Work Zone Flagger Instructor Qualification is valid for 4 years. Successful participants will receive all training materials necessary to present the course in both English and Spanish. Students will discuss how to teach the course and review the related training materials. A laminated wallet card is provided to all students completing the course.

 

203 – NCDOT APPROVED QUALIFIED WORK ZONE SUPERVISOR

NCDOT requires that every agency, contractor or company working within the Highway Right of Way on any NCDOT roadway have at least one Qualified Work Zone Supervisor. While this person does not always have to be on the project, they must be available to the Engineer when needed to resolve a work zone traffic issue. This course teaches the “why” of all aspects of traffic control devices and concepts needed to create and install simple and intermediate temporary traffic control work zones. This supervisor must have at least two years of experience working in the Highway Right of Way. If the applicant has successfully completed the JMTE Academy Work Zone Installer Course and passed the test with a score of 80 or above, NCDOT will credit 1 year of related work experience toward the 2 years of related work experience needed to become a Work Zone Supervisor. Students with less than two years’ related work experience will receive a certificate of attendance. This is a two day, 8-hours each day course with the Work Zone Qualification valid for 4 years. Students will discuss Work Zone Supervisor best practices in a classroom setting, provide their own work zone traffic control questions for group discussion, and take a 2-hour, 50 question test which requires a score of 80 or better to become a Qualified Work Zone Supervisor. A laminated wallet card and a certificate are provided to students upon successful completion. Fourteen Continuing Education Units (PDH’s) are provided for successful completion of the course. Following successful completion of the course, participants will know the “Why” of being a Work Zone Supervisor in North Carolina and be able to: • Understand their role as the “Competent Person” in charge of a Highway Work Zone • Gain a better of understanding of Tort Liability, OSHA, and some North Carolina General Statues to reduce risk and improve the company bottom line • Know and understand the NCDOT Work Zone Traffic Control Maintenance and Utility Guidelines, how to teach it to others, and how to implement it • Know and understand how to conduct tailgate and safety meetings and how to lead their fellow workers into a “safety first” mindset • Have a better understanding of the MUTCD and how it applies to the NCDOT Standard Specifications and Standard Drawings and how to utilize both documents • Know and understand general Temporary Traffic Control concepts and how to apply them to various work zones including high speed, high volume work zone situations, worker safety, pedestrian safety, and special situations • Know and understand how to read contracts and traffic control plans for implementation them • Know when to contact a Qualified Work Zone Designer or Project Engineer

 

205 – QUALIFIED WORK ZONE INSTALLER

The NCDOT currently requires that all workers handling any type of temporary traffic control device such as cones or signs or flashing arrow panels within NCDOT Highway Right of Way on Interstates and High-Volume Urban streets be trained and qualified by an approved course provider. In June of 2020 this training will be required for all workers on any NCDOT roadway. This course teaches the “How” of the basics of traffic control devices along with basic traffic control concepts needed to properly install and remove traffic control devices. This is a one day, 8-hour course with the Work Zone Installer Qualification valid for 4 years. Students will discuss Work Zone Installer best practices in a classroom setting, provide their own work zone traffic control questions as examples for group discussion, and take a 1 hour, 25 question test which requires a score of 70 or better to become a Qualified Work Zone Installer. If the student passes the test with a score of 80 or better, NCDOT will provide 1 year of related work experience credit towards the 2 years of related work experience needed to become a NCDOT Work Zone Supervisor. A laminated wallet card and a certificate are provided to all students who successfully complete the course. Seven Continuing Education Units (PDHs) are provided for completion of the course. Following successful completion of the course, participants will know the “How” of being a Work Zone Installer in North Carolina and be able to: • Understand the responsibilities of a Work Zone Installer • Understand the proper location of the Work Zone Installer to ensure their maximum safety • Maintain proper communication with other workers within the work zone • Know the basics of Flagging including PPE • Know and understand the proper use and application of the basic of traffic control devices along with the basic traffic control concepts needed to properly install and remove the traffic control devices • Know and understand how the Work Zone Installer and Work Zone Supervisor work together • Understand how to use the Course Manual to help the Work Zone Supervisor set up a proper lane closure on 2 lane, 3 lane, and multi-lane roadways
